Ukrainians say 'genocide' and the Russian government says 'tragedy.' Was the famine of the 1930's a political move by Moscow implemented to deliberately kill Ukrainians?

In order to convince Ukrainians to join collective farms, the Soviets are said to have induced famine across Ukraine, killing as many as 10 million Ukrainians.

Now some Ukrainians want this famine to be recognized as an act of genocide. The November 25th Memorial Day already remembers the victims of Moscow's political move. Starving people died or resorted to cannibalism; the elderly are first-hand witnesses, and families still pass down horror stories about this dire period in Ukraine's history.
