Romania, a relatively new member of the EU, has had to begin to find solutions to its many unaddressed problems since its bid to enter. These problems, which were ignored before potential EU membership, included the country's orphan population and its unfair treatment of the Roma. Romania has also had to deal with the flooding of the Danube and its displacement of Romanian citizens.
Now Romania must make an effort to solve problems with its agricultural payment system. The agricultural sector in Romania has been an issue since WWI, when agrarian reforms made life more difficult for the peasant class. However, while Romania may find the EU's demands difficult to meet, attempts to improve infrastructure, organization, money management, and social policies will benefit Romania in the end.
